Every character has a base "Dodge" and "Initiative" that are derived from their attribute modifiers. For every skill level a character recieves in "Reflexes," the character's Dodge and Initiative increase correspondingly. Furthermore, once a single level of Reflexes has been purchased, characters can specialize in Dodge or Initiative if they so choose.
Dodge = character's ability to avoid incoming attacks from beligerents as well as avoiding enviromental hazards and traps.
Initiative = bonus to a character's initiative roll. This is used to determine turn order during combat.
